Erika L. Moritsugu is a strategic leader who has driven policy impact across the highest levels of government and civil society. With a career spanning the Executive and Legislative branches, local government, and the nonprofit sector, Erika has a track record of transforming policy vision into political reality.
In April 2021, she was appointed by President Joe Biden to serve as Deputy Assistant to the President and the first-ever Asian American, Native Hawaiian, and Pacific Islander (AA and NHPI) Senior Liaison at the White House in the Chief of Staff’s office. In this historic role, Erika architected cross-government strategies that elevated AA and NHPI communities and delivered measurable equity outcomes.
Her executive leadership spans Senate-confirmed roles including Assistant Secretary for Congressional and Intergovernmental Relations at the U.S. Department of Housing and Urban Development, a senior position at the Consumer Financial Protection Bureau, and service at the U.S. Department of Agriculture, and Department of Justice. On Capitol Hill, Erika’s expertise covered senior positions with Senators Tammy Duckworth and Daniel K. Akaka, plus the Senate Democratic Policy Committee under Majority Leader Harry Reid.
In the nonprofit arena, Erika has commanded national coalitions advancing health equity, workforce justice, labor, civil rights, and anti-hate initiatives at the National Partnership for Women & Families and the Anti-Defamation League.
Armed with degrees from William & Mary and George Washington University Law School, she delivers strategic counsel that bridges policy complexity with political pragmatism. She has lived in Washington, D.C. with her husband, two children Vianne Leilani and Chester Likeke, and a cat called Bruce, before returning home to Oʻahu, Hawaiʻi.
